2025 Property Record Cards are now available.

The 2025 Abstract has now been filed with the Norwich Town Clerk and Change of Assessment letters were mailed to every property owner that had a change of assessment. The Listers have also mailed Change of Land Use Allocation letters to all enrolled Current Use property owners. These mailings include a 2025 Grievance Process document and the Listers have included a basic form to assist you in how to organize your grievance.  

The grievance process does require you to provide written notice to the Listers of your intent to grieve on or before 4:30pm EDT on Wednesday, July 16, 2025.  Postmarks are not evidence of timely filing of your grievance.  In other words, mailed grievances must be RECEIVED by the Listers by the above deadline.  You may file in person, by mail, or by email to Listers@norwich.vt.us but, whichever method is used, your grievance MUST arrive by the deadline above.

Grievance hearings will begin on Thursday, July 17, 2025 at 9:00am and will continue until all are heard.   Appointments are necessary to accommodate everyone who wishes to grieve in person.  The Listers will assign the next available appointment time.  A written grievance without your direct participation will also be accepted.  You may send a representative if the representative has a document with your original signature to present to the Listers that you authorize the representative to grieve on your behalf.  To comply with the Open Meeting Law, all grievances will be recorded.

The Listers are required to include all parcels, taxable and non-taxable, in a town-wide reappraisal.  Therefore, if your parcel is one of the statutory tax-exempt or voted non-taxable parcels, you will receive a Change of Assessment letter. This Change of Assessment letter is meant to inform you of the change in assessment of your parcel.   Your parcel is still tax exempt if you have a statutory exemption.  If voted exempt, your parcel is non-taxable through the date of your voted exemption.
