Property Tax Assessment Appeals to the BCA concerning the 2025 reappraisal are now in session. You can find the documents associated with those appeals HERE.

The BCA is composed of the Selectboard members, the Justices of the Peace and the Town Clerk. The board hears property tax assessment appeals and manages elections.

Property Tax Assessment Appeals: The BCA acts as a quasi-judicial body to hear appeals on decisions of the Listers. If you are a property owner considering an appeal, please download A Handbook on Property Tax Assessment Appeals, compiled by the Secretary of State’s office, and a primer on how a BCA grievance hearing works, created by the Vermont League of Cities and Towns. You should also read the Rules of Procedure adopted by the Norwich BCA on July 28, 2025.
